No vignette. Tolls at booths: Sozina Tunnel (Bar-Podgorica) and the Smokovac-Mateševo motorway section, plus the Kamenari-Lepetane ferry. Secondary: Serbian-registered cars do not need a green card in Montenegro (bilateral agreement). For other foreign cars the rules were not confirmed from an official page. Cars registered in Montenegro may enter the EU without a green card (since 2 Aug 2021, per a Bulgarian regulator notice). The national bureau is the National Insurance Bureau (NBOCG).

AMSCG advises checking the vehicle before a long trip (about ten minutes of checks can prevent hours of waiting by the road) and checking current road conditions before leaving.
